POLICY

SFSS and the Berkeley Alcohol Policy Advocacy Coalition (BAPAC) proposed two policies for the City of Berkeley following their data collection of bar and party environments. The two ordinances address high-risk drinking in both retail and non-retail locations.

Berkeley Alcohol Advocacy Coalition (BAPAC):
BAPAC is a collaboration of residents, community-based organizations, non-governmental organizations and individuals from city, university and county agencies that have worked to address problematic alcohol outlets and over-concentration in the city of Berkeley. In 2006 SFSS joined their coalition to address high-risk drinking in the university community. On April 25, 2006 SFSS and BAPAC presented a comprehensive, prevention-based strategy to address the environmental problems associated with alcohol in Berkeley. Since that time, two minor recommendations (Private Right of Action, and Termination of Legal Non-Conforming Uses after 30 Days) and one major (Responsible Beverage Service Ordinance) recommendation have been adopted by the City of Berkeley. BAPAC and the city are in ongoing negotiations about the remaining four recommendations (Land-Use Permit Ordinance, Deemed-Approved Ordinance, Social Host Ordinance and Implementation Ordinance).
