RESPONSIBLE BEVERAGE SERVICE ORDINANCE (RBS) The RBS Ordinance was introduced to the Berkeley City Council on April 25, 2006. The RBS Ordinance ensures that sellers and servers are aware of their responsibilities when selling alcohol by making RBS training mandatory for such individuals in the City of Berkeley. The intention of the RBS Ordinance is to help alcohol licensees identify and execute good business practices, which will reduce the sale of alcohol to minor and intoxicated persons.
